Richard J. Donovan Correctional Facility at Rock Mountain (RJD)
located in San Diego, California

R J Donovan is a level 3 facility which means that many of the inmates are lifers, some for violent offenses and others because of the 3 strikes law.

We are supporting a Buddhist Sangha (The Sangha at Black Rock Mountain) that meets once a week for three hours of meditation and instruction. The volunteers include four Buddhist teachers who lead a Buddhist program. In the years that the program has been running some of the participants are developing a strong Buddhist practice that they continue on a daily basis.

We are also offering an interfaith program that is attracting inmates of all faiths. Meditation is also attractive for those who do not consider themselves to be religious.

This detention center houses people who are waiting for the courts to determine if they will be able to stay in the USA or if they will be deported. They are either in the country illegally, or have committed a crime and are not citizens. Material witnesses are also held in the Detention Center. It is particularly stressful for the detainee since they do not know how long they will be held and if they will be able to stay with their families in the USA or will be deported to their country of origin.

The Prison Service Project is supporting the Chaplain with Christian and secular programs involving meditation, counseling and anger management. We are currently spending about six hours a week offering programs for the detainees.
